Front License plate bracket for the 70-73 Camaro Rally Sport Z28 / LT series or WHEN the car has a split front bumper as shown below.. with the park lamps NEXT to the grill.

This licence plate bracket - shown also below..   mounts on the US Passenger Side below the half bumper (which is the RHS).

It would.. if somebody has changed the bumper but not the valance panel... cover the RH front park lamp ... and .. only say this as some folk have altered cars from previous owners etc...and get caught out trying to work this out.
